BREAKING: President Trump's first proposed budget seeks dramatic cuts in domestic programs to fund military buildup

The blueprint, dubbed the "America First" budget by the White House and scheduled for release Thursday, increases defense spending by $54 billion and offsets that with cuts to non-defense spending, including steep cuts to education, environmental protection, health and human services, and foreign aid.
