The proposals would serve as a replacement for the Affordable Care Act (ObamaCare) mandate that was repealed in December as part of the Republican tax reform plan. The nine states are California, Connecticut, Hawaii, Maryland, Minnesota, New Jersey, Rhode Island, Vermont, and Washington, and the District of Columbia has a similar plan on the table.
