Public health news

Next stage of world-leading childhood obesity plan announced

As set out in the plan, PHE will now consider the evidence on children's calorie consumption and set the ambition for the calorie reduction programme to remove excess calories from the foods children consume the most. Ready meals, pizzas, burgers, savoury snacks and sandwiches are the kinds of foods likely to be included in the programme. Over the past year, real progress has been made on reducing the level of sugar in many products. The Soft Drinks Industry Levy has become law and will come into effect in April 2018 and PHE has formulated a comprehensive sugar reduction programme with the aim of a 20% reduction in sugar in key foods by 2020. Leading retailers and manufacturers have also announced they are, or already have, lowered the amount of sugar in their products as a result of these programmes.

UK Public Health Rapid Support Team (UK-PHRST) deployed to Sierra Leone

The UK-PHRST has been deployed to Sierra Leone to help reduce the risk of a disease outbreak following the deadly landslides in Freetown. Following natural disasters, outbreaks of water borne diseases such as cholera can occur, particularly where there is a lack of access to clean water and sanitation. Given the scale of the disaster in Freetown, the local capacity to detect and control a disease outbreak is limited and the Government of Sierra Leone has requested international support. The UK-PHRST team deploying includes experts in tracking the progress of an outbreak (epidemiologists) and diagnosing its cause (microbiologists), as well as a logistician. The team will be working alongside Sierra Leone health system professionals and other experts in disaster relief to support the Sierra Leone government's response. UK-PHRST is jointly run by Public Health England and the London School of Hygiene & Tropical Medicine and is funded by the UK government.

One You Active 10 campaign launched

Over 6.3 million adults aged 40 to 60 do not achieve 10 minutes of continuous brisk walking over the course of a month and are missing out on important health benefits, according to PHE 10 minutes brisk walking recommendations: evidence summary. PHE's new One You physical activity campaign is encouraging adults to build 10 minutes continuous brisk walking into their day as a simple way to improve their health. This is particularly aimed at those who have an inactive or low activity lifestyle and may find incorporating activity into their day challenging. The 'Active 10' app has been developed to show how much brisk walking a person is doing each day and how to incorporate more of it into their lifestyles.

PHE seeking five local authority-CCG partnerships to participate in Physical Activity Clinical Advice Pad pilot

The Adult Health and Wellbeing team at Public Health England, in partnership with Sport England, are seeking to partner with up to five local authorities and Clinical Commissioning Groups (as partnerships) to pilot a clinical advice pad to aid clinicians in promoting physical activity as part of routine care. Each partnership area will be provided with a package of support and will test the Physical Activity Clinical Advice Pad in 20-25 clinical care settings between October 2017 and August 2018. Health Matters: making cervical screening more accessible

The latest edition of Health Matters focuses on making cervical screening more accessible. It outlines how public health professionals, the NHS and local authorities can help increase awareness of cervical cancer and boost screening uptake. Health Matters editions are for public health professionals, local authorities, service providers and patient groups.

Cervical screening coverage data published by PHE

GP practice and CCG cervical screening coverage data for December 2016 across England has been published. This is part of a set of information resources and tools to support GPs, CCGs and local authorities to design initiatives to improve attendance for cervical screening. The data, which is being published quarterly, will enable monitoring and evaluation of the impact of local initiatives.

The effect of midlife risk factors on dementia in older age, a suite of documents published

Public Health England has published a suite of documents on the effect of midlife risk factors on dementia in older age. This includes a focused literature review carried out by the London School of Economics and Political Science summarising the evidence that shows that a range of behaviours in mid-life impact on the risk of dementia in later life. A key messages document was also published which provides a short summary of the information that will assist commissioners to make decisions about prioritisation of primary prevention measures relevant to dementia. To promote primary prevention of dementia it is important to understand both the barriers to primary prevention and factors which facilitate primary prevention, and a separate report is included that summarises these, based on the literature and examples of practice. A fourth paper summarises why no reliable estimate can be produced for the rate of return on investment in primary prevention of dementia.  

New Planning Healthier Food Environments Q&A published

The Department for Communities and Local Government (DCLG) has published a new Planning Healthier Food Environments Q&A as part of a revision of the Health and Wellbeing Planning Practice Guidance, as advised by Public Health England in association with the Department of Health. This is in line with the Government's commitment to improve the health and wellbeing of the population and reduce levels of childhood obesity as outlined in the recent national Childhood Obesity: A Plan for Action. It recognises how the planning system can influence the design of the built environment and improve its contribution to reduce obesity and excess weight in local communities. The Planning Practice Guidance is a web-based resource broken into a series of sections that provide guidance and support on how to apply the strategic objectives and policies set in National Planning Policy Framework.

Better care for people with co-occurring mental health and alcohol/drug use conditions

PHE has published new national guidance 'Better care for people with co-occurring mental health and alcohol/drug use conditions' for commissioners and all providers of mental health and alcohol and drug treatment services, as well as being relevant for all support services that have contact with people with co-occurring conditions. The new guidance supports implementation of the Five Year Forward View for Mental Health, encouraging commissioners and providers to work together to improve access to services which can reduce harm, improve health and enhance recovery.

Prevention concordat for better mental health and suite of documents

PHE has launched a new national prevention concordat for better mental health, focused on preventing mental health problems and promoting good mental health. The aim is to galvanise cross-sector action to secure the adoption of effective prevention planning arrangements in all local areas (a Five Year Forward View for Mental Health commitment). To underpin the concordat we have also published a series of documents including: a Return on Investment tool and commissioning guidance, a guide to the mental health JSNA, a prevention planning resource for local areas and a report on psychosocial pathways and health equity. These documents will be of use to Commissioners, Providers, Directors of Public Health and local public health teams to create systems that are able to prevent mental ill health as well as treat it. The work is underpinned by evidence that prevention focused approaches to improving the public's mental health make a valuable contribution to achieving a fairer and more equitable society. Hexavalent 6-in-1 vaccine to be made available to newborn babies

All babies born on or after 1 August 2017 will be offered protection against hepatitis B as part of our universal childhood immunisation programme, Public Health England has announced. This is in addition to continued protection against diphtheria, tetanus, pertussis, polio and Hib. The hexavalent vaccine replaces the existing 5-in-1 vaccine that children routinely receive. It is already widely used with around 150 million doses having been given in 97 countries in Europe and across the world.

Screening consultation on rare but serious condition in babies

The UK's independent expert screening committee has launched a consultation to look at whether screening for Severe Combined Immune Deficiency (SCID) in babies should be tried within the NHS. SCID is a rare inherited condition which makes it more difficult for babies to fight off infections.

Sexual and Reproductive Health Profiles

Abortion indicators have been updated to 2016 in PHE's Sexual and Reproductive Health ProfilesData is provided at upper tier local authority, Region, PHE Centre and England level. Please note this includes data and ways of viewing data that is not available in the Department of Health online abortion statistics. The update also reflects some small data value adjustments that the DH will shortly make to their online statistics. This update includes new functionality that will allow you to view analysis of significant trends for those indicators where there is now 5 years of data and new England views, including percentage change from last year and breakdown by deprivation deciles (choice of latest values or trends)    

Analysis of young people attendances at specialist contraceptive services 2015

PHE has also produced a separate analysis of attendances at specialist contraceptive services by young people aged 15-24 years in 2015, and this includes lower and upper tier local authority, PHE Centre/Government Office Region and England level data and charts, and accompanying advice on interpretation. This is an update of 2014 analysis released last December and the intention is to develop an indicator based on this for use in PHE's Sexual & Reproductive Health Profiles. PHE Harlow planning application submission 

Plans for the world-leading public health science campus in Harlow moved a step closer after PHE submitted a planning application to Harlow District Council. Made up of more than 3,000 pages and nearly 300 drawings and images, the outline application sets out PHE's vision for turning the former GlaxoSmithKline site at the Pinnacles Industrial Estate into a centre of excellence for public health research, improvement and protection. This key milestone follows PHE's announcement in July that it had acquired the site. View the full application here.

Technical Guidance for Local Authorities 2017/18 - Children's Public Health 0-5 Years Interim Reporting Process

PHE has made available full technical guidance for local authority members of staff for 2017/18. This guidance explains in detail what analysts and commissioners in local authorities need to do to submit health visiting activity and outcome data to PHE for 2017/18. This guidance should give local teams all the technical detail they need to submit aggregate data to the central system.

Local Authority HIV, Sexual and Reproductive Health Epidemiology Reports (LASERs): 2015 – contraception supplement 

The Contraception supplement to the Local Authority HIV Sexual and Reproductive Health Epidemiology Reports (LASERs) 2015 are now available via the password protected PHE HIV and STI portal.  They are provided alongside the LASERS which were produced last year for each lower tier local authority. The data provides details regarding specialist contraceptive services use, including age group breakdowns, and also contraception methods prescribed by GPs. To request access to this, please contact the Field Epidemiology Service in your local PHE Centre. Further details regarding LASERs, the portal and contacts details are provided in the PHE guide to sexual and reproductive health local and national data.

Health Visiting Service Delivery Metrics: 2016 to 2017 quarterly data – Q4 2016/2017

Quarterly health visiting service delivery metrics were published for quarter four of 2016 to 2017 (July 2017 release) on 26 July 2017. This release also includes a refresh of data for previous quarter(s).  Information is presented for England and PHE Centres.

Results of a national survey of support to adult care homes in England: A specialist palliative care provider perspective

This survey of organisations providing specialist palliative care services to care homes highlights the good work they do and identifies the key challenges they face. The report, commissioned by Public Health England, undertaken by the Marie Curie Research Centre at Cardiff University, with input from the National Council for Palliative Care and Hospice UK, examines the role of specialist palliative care in providing support to care homes in England. The report can be downloaded from the Ambitions for Palliative and End of Life Care website.

NHS England publishes new help for 'acid attack' victims following recent rise in demand for NHS help

NHS England, in partnership with the British Association of Plastic, Reconstructive and Aesthetic Surgeons (BAPRAS) has published new advice for anyone falling victim to acid attacks, including new online guidance and support to victims as well as friends or family of people affected by burns. The guidance – Report, Remove, Rinse – has been developed with specialist BAPRAS burns and trauma surgeons, who have treated victims of these attacks. 

Improving clinical responses to drug-related deaths: a summary of best practice and innovations from drug treatment providers

Collective Voice and the NHS Substance Misuse Provider Alliance have published a set of recommendations for drug treatment providers to help improve clinical responses to drug-related deaths. Practice points covered include: the identification of risk of drug-related death; the delivery of safe, recovery-orientated drug treatment; preventing overdose in people who use drugs; meeting physical and mental health needs; and reducing the risk of drug-related death for people outside drug treatment.

LGA publishes 'Preventing drug related deaths: Case studies'

The Local Government Association (LGA) has published 'Preventing drug related deaths: Case studies'. Drug-related deaths are rising and are a major concern to councils and health partners. Deaths have increased sharply over the past five years and are now at their highest levels since records began. Any death related to the misuse of drugs is a tragedy and reversing this worrying trend is not going to be easy. Public health budgets are being increasingly stretched. But there are plenty of examples of councils which are succeeding – and some of them are described in this publication.

World's largest single PrEP implementation trial to prevent HIV infection

NHS England and PHE have announced the start of a pioneering implementation trial to provide HIV prevention drugs to people at high risk of HIV infection. The trial is overseen by the PrEP Programme Oversight Board that is jointly chaired by PHE and NHS England. From September, pre-exposure prophylaxis (PrEP) will now be provided by the NHS through the initial three year trial to an estimated 10,000 people, in what will be the largest single study of its type in the world. Whilst HIV infection rates in England are falling due to increased prevention, diagnosis and treatment programmes, this major new intervention will now assess the full additional potential of PrEP, by gathering clinical evidence on optimal targeting, uptake and implementation on a large scale.

PHE annual conference 2017: bookings open

The PHE annual conference takes place at the University of Warwick on 12 and 13 September 2017. The PHE annual conference brings together more than 1,400 participants from a wide range of organisations, to learn, share their knowledge and experiences to help improve public health. This year's conference focuses on three key themes: promoting world-class science and evidence, making the economic case for prevention, working towards a healthier, fairer society.
