As of 1 July 2015 the ENVI Committee decided to fully implement the paperless project for meetings. Therefore, there will be no more paper documents available in the meeting room. This proposal aligns EU legislation on spirit drinks with the Lisbon Treaty. In addition, it contains technical adjustments of such legislation and it replaces the existing procedures for the management of geographical indications in the spirit drinks sector, with new procedures modelled on the more exhaustive and well tested procedures for agricultural products and foodstuffs. The Rapporteur supports the alignment of the legislation on spirit drinks to the Lisbon Treaty. However, she considers it important to maintain the prerogatives Parliament already had under the legislation in force in any alignment process. The compromises amendments cover a wide range of issues including among others the protection for geographical indications referred to goods entering the EU customs territory without being released for free circulation, the delegation of powers, the definition of the origin of a spirit drink and the procedure applicable for spirits intended for export. Vaccine hesitancy refers to delay in acceptance or refusal of vaccines despite availability of vaccination services. Vaccination is unquestionably one of the most cost-effective public health measures available. All EU countries recommend vaccination against serious, sometimes life-threatening diseases. However, some vaccines remain undervalued and under-utilized. Widespread vaccine hesitancy has become a worrying phenomenon due to the range of health-related consequences it causes in the Member States. Recent epidemiological data on the situation of vaccination in the Member States shows a significant drop in the use of vaccines. In 2014, GHG emissions from HDVs represented 5% of total EU emissions, a fifth of all transport emissions and about a quarter of road transport emissions. The Rapporteur welcomes this legislative proposal and calls on the Commission to prepare a schedule for the application of the VECTO software (Vehicle Energy Consumption calculation Tool) to the HDVs not yet covered and to develop an on-road CO2 emission test, carried out under the supervision of independent bodies. He also insists to have a fully transparent market by filling in existing information gaps and thus enabling purchasers to make better-informed choices.
