Highlights - BUDG and CONT vote on revised Financial Regulation - Committee on Budgets

In a joint meeting on 23 April, BUDG and CONT Members voted on the outcome of the negotiations on the revision of the Financial Regulation. The latest revision covers not only the financial rules applicable to the general budget of the EU, but also corresponding amendments to the sectoral financial rules contained in 15 legislative acts on multiannual programmes.

This revision simplifies the rules, improves transparency and introduces better controls and accountability for a more efficient use of public money. There is also an increased focus on results, meant to benefit EU citizens, SMEs and NGOs. Finally, this revision also provides a solid basis for preparing the next generation of EU programmes.

Interinstitutional negotiations started in June last year and an agreement was found in late 2017. The negotiations were led by Ingeborg Grässle (EPP, DE) and Richard Ashworth (EPP, UK). The agreed text is scheduled to be adopted by plenary by the summer.

Daniele Viotti - MEP
On 25 April, the general rapporteur for the 2019 EU budget, Daniele Viotti (S&D, IT), will visit the AFCO, EMPL, FEMM, CULT and CONT committees to discuss their priorities and expectations for next year's budget. This is part of a wider tour of Parliament, which will take the rapporteur to 17 committees in the course of April and May. The committees' expert input will allow the rapporteur to shape his position ahead of the adoption of the Draft Budget by the Commission, expected in late May.
