At its meeting of 26th February, the Committee will vote on the following opinions: "Annual reports 2015-2016 on subsidiarity and proportionality", "Location of the seat of the European Banking Authority" and "Location of the seat of the European Medicines Agency".

The AFCO committee will hold a first exchange about the draft report prepared by George Schöpflin on the new legislative proposal for the European Citizens' Initiative Regulation (2017/0220(COD)).

The draft report aims at providing more flexibility and support to the organisers of an ECI, to oblige the Commission to deliver a detailed analysis and justification should it refuse to register an initiative and to enhance the political follow-up by the Commission of successful initiatives. As a horizontal measure it aims to enhance the transparency of the ECI funding and graduate ECI from a separate budget line into a fully-fledged program.

Brexit
During the meeting on 27th February, there will be an exchange of views on the progress of Brexit negotiations and the challenges ahead, with Guy Verhofstadt, Parliament's coordinator for the negotiations on the UK withdrawal from the EU, and Danuta Hübner, AFCO Chair and member of Parliament's Brexit Steering Group. In particular the Committee will discuss the preparation of an EP resolution on the framework of the future EU-UK relationship.

Panorama of Budapest
During this meeting, the amendments to the draft opinion to the LIBE legislative own-initiative report on the situation in Hungary will be presented.

This report follows the European Parliament resolution of 17 May 2017 through which the Parliament instructed the LIBE Committee to initiate proceedings and draw up a report to hold a plenary vote on a proposal calling on the Council to act pursuant to Art. 7(1) of the TEU. Due to the highly possible constitutional implications of this procedure, the AFCO Committee decided to present a draft opinion as well.

Gamla Stan, the old part of Stockholm, Sweden
A substantial part of the European Union population lives in cities and urban areas, and these play an important role in participatory democracy. This has been specifically recognised by the European Parliament resolution of 9 September 2015 on the urban dimension of EU policies.

The relevance of cities and urban areas has been growing in the context of governance structures and processes within the Union's framework, including by force of EU legislation currently in force. The purpose of this report is to contribute to frame the involvement of cities in the current EU decision-making and institutional architecture.
