Highlights - Victims' Rights Directive Implementation Report – Joint Vote- 26.4.2018 - Committee on Women's Rights and Gender Equality

The Directive establishing minimum standards on the rights, support and protection of victims of crime ensures that persons who have fallen victim of crime are recognised, treated with respect and receive proper support and access to justice. The Directive takes into account the gender perspective and the specific needs of specific groups of victims. LIBE and FEMM committees are working on a draft report that will assess the implementation of the Directive in order to analyse to which extent it brings real change for victims and to propose recommendations for a more effective support of victims. FEMM co-rapporteur is Ms Angelika Mlinar (ALDE, Austria) and LIBE co-rapporteur is Ms Teresa Jiménez-Becerril (EPP, Spain). 248 amendments and 28 compromise amendments have been tabled to the draft report.

for Istanbul Convention
At the request of FEMM and LIBE Committees, the Legal Service of the European Parliament issued a legal opinion in January 2018 on the Council decisions on the EU accession to the Istanbul Convention. The opinion focuses, among other issues, on the legal basis chosen by the Council, the kind of accession (complete or partial) that the EU will have after the ratification, the main lines of the respective competences entitled to the EU and the Member States in the remit of the Convention, and the legal reason for the split between the Council Decisions on the signing of the Istanbul Convention. The co-rapporteurs on the EU accession to the Istanbul Convention, Ms Christine Revault d'Allonnes Bonnefoy (S&D, France), and Ms Anna Maria Corazza Bildt (EPP, Sweden) and other members of LIBE and FEMM committees, took the opportunity to express their position regarding the legal opinion and the next steps in the EU ratification of the Convention.

Budget 2019 wooden blocks
Members shared their points of view on the 2019 EU budget with the BUDG rapporteur Mr Daniele Viotti (S&D, Italy). The BUDG rapporteur presented an overview of the main priorities of the Parliament for next year's EU budget. FEMM members highlighted key topics for the Committee such as the funding of migrant women and refugees access to rights and support services; the funding of women's empowerment in the world by the EU external policies; the implementation of gender budgeting in the EU; the establishment of a dedicated budget plan for coordinating gender mainstreaming in the EU institutions and the need to fund programmes promoting girls' and women's entry into the STEM and ICT sectors.

Mobbing and sexual harassment are structural, widespread problems throughout Europe and the world, involving victims and perpetrators of all ages, educational backgrounds, incomes and social statuses. Harassment based on gender and sexual harassment are recognized as forms of discrimination and are therefore prohibited by EU Equal Treatment Directives.
Members had the opportunity to exchange views with one of the authors of the study commissioned by the Policy Department for Citizens' Rights and Constitutional Affairs for the FEMM Committee, Mr Helge Hoel, Professor in Organisational Behaviour, University of Manchester. The exchange of views will bring valuable input for the report on "Measures to prevent and combat mobbing and sexual harassment at workplace, in public spaces, and political life in the EU" that FEMM will draft (Rapporteur: Ms Pina Picierno, S&D, Italy).

The EU's Gender Action Plan 2010-2016 (GAP II) is the Union's framework for promoting gender equality and women and girls' empowerment in external relations in third and partner countries, as well as in international fora and agendas. GAP II constitutes the manifestation of the principles related to gender parity outlined in the new European Consensus on Development. Its goals are also key to the achievement of the Sustainable Development Goals (SDGs).
Against this background DEVE and FEMM committees voted a draft implementation assessment report, whose rapporteurs are Ms Linda McAvan (S&D, UK) and Ms Dubravka Šuica (EPP, Croatia), that seeks to provide an initial evaluation of the strengths and weaknesses of GAP II at its first year of operation. The text was adopted by 24 votes in favour to 5 votes against, with 13 abstentions.
