BREAKING: Army says USA TODAY story forced it to scrap plans to allow recruits who self-mutilate, abuse drugs

  The Army said Wednesday it will rescind a plan to grant waivers for people who self-mutilate, abuse drugs and alcohol and suffer from bipolar disorder to join the service. Gen. Mark Milley, the Army chief of staff, said the memo calling for the policy change was rescinded after it was reported by USA TODAY.
