  Rep. Rodney Frelinghuysen announced Monday he will retire rather than seek another term in November, when he was expected to face the toughest campaign of his career. Holding the chairmanship of one of Congress's most powerful committees made him beholden to GOP leadership at a time his district urged him to resist President Trump's policies
