Highlights - Dual quality of products in the Single Market - Committee on the Environment, Public Health and Food Safety

On 12 April, the ENVI Committee will consider the above draft opinion. The "dual quality" issue refers to a situation where the quality of products sold under the same brand and in the same packaging differs depending on the Member State where the products are sold. Some studies, from different countries, particularly in Eastern Europe, have pointed to this phenomenon. ENVI has an exclusive competence on the specific issues related to food law and food information to consumers.

In her draft opinion, the Rapporteur stresses that products marketed in the single market in a specific type of packaging should have the same composition in every Member State, and that consumers should be duly informed of any variation in composition compared to the original recipe. She calls on the Commission to guarantee that the quality of products is the same across the Union.

On 12 April, the ENVI Committee will hold an EoV with the Commission on possible further restrictions on the use of three Neonicotinoids (also known as neonics) which are active substances used in plant protection products (PPPs) to control harmful insects.

In the EU, five neonics are currently approved as active substances for use in PPPs, and in 2013, the Commission severely restricted the use of PPPs and treated seeds containing three of these neonics (clothianidin, imidacloprid and thiamethoxam.) to protect honeybees.

On 28 February 2018, EFSA published its conclusions on the risk assessment for the active substances clothianidin, imidacloprid and thiamethoxam and found that overall the risk to wild bees - bumblebees and solitary bees - as well as honeybees was confirmed.

The Commission and the Member States will now examine these conclusions and depending on the outcome of this analysis, the Commission may propose to further modify the conditions of approval of these three neonicotinoids.

Workshop Co2 Cars
The aim of the workshop is to feed into the debate and help prepare the EP position on the Commission proposal on post 2020 CO2 emission targets for cars and vans (COM (2017) 676) . It will try to answer among other the following questions:



· What would be a fair contribution from the road transport sector to reach EU climate goals? Can it be achieved with the Commission proposal as it stands?
· How to improve the uptake of the most efficient vehicles, including low and zero emission vehicles (LEV/ZEV)?

Please note that while the workshop is in principle open to the public, you need to have access to the European Parliament to be able to attend. (No special registration for the workshop available).
