This Commission proposal amends the "Eurovignette" Directive which provides the legal framework for charging heavy goods vehicles (HGVs) for the use of certain roads. Overall, the rapporteur welcomes the aims of the Commission's proposal: to promote financially and environmentally sustainable road transport through wider application of the 'user pays' and 'polluter pays' principles. The opinion aims to ensure that efficient and fair road pricing can contribute to the EU's efforts to cut both CO2 and pollutant emissions by better implementing the 'polluter pays' principle and helping to accelerate the transition to clean and zero-emission mobility. Source : © European Union, 2018 - EP 27-03-2018 12:30 PM CEST On 26 March, the AFET and ENVI Committees considered the joint draft report on climate diplomacy, a way for foreign policy to engage third country governments and non-governmental actors globally in a will to promote the fight against climate change, low emissions and a climate-resilient development. The draft report proposes EP's recommendations for institutional improvements, thematic priorities and the involvement of targeted actors. It reaffirms the international leading role of the EU and its strong engagement in honouring the commitment to the Paris Agreement and SDGs. It also calls for the development of a comprehensive strategy for EU climate diplomacy and for the integration of climate into all fields of the EU external action, including trade, development, cooperation, humanitarian aid, security and defence. The EoV focused on the evaluation and implementation of the Commission Work Programme and the priorities up to the end of the legislature.
