Further information Subject file Source : © European Union, 2018 - EP 23-04-2018 04:03 PM CEST The AFCO committee will hold an exchange of views about the amendments to the new legislative proposal for the European Citizens' Initiative Regulation (2017/0220(COD) – Rapporteur György Schöpflin). The draft report aims to provide more flexibility and support to the organisers of an ECI, to oblige the Commission to deliver a detailed analysis and justification should it refuse to register an initiative and to enhance the political follow-up by the Commission of successful initiatives. As a horizontal measure it aims to enhance the transparency of the ECI funding and graduate ECI from a separate budget line into a fully-fledged program. This will be a first discussion on about 164 amendments submitted by the AFCO members in addition to the 30 amendments of the draft report. The report reflects on the situation where a substantial part of the European Union population lives in cities and urban areas, and these play an important role in participatory democracy. The relevance of cities and urban areas has been growing in the context of governance structures and processes within the Union's framework, including by force of EU legislation currently in force. The purpose of this report is to contribute to frame the involvement of cities in the current EU decision-making and institutional architecture. The theory he developed suggests that countries cannot have national sovereignty, hyper-globalisation and democracy; they can only ever choose two out of the three. The objective of the hearing is to assess the trilemma from the EU perspective and draw lessons for its policies in the future. The MEPs will hear the views from four distinguished guests: Prof. Davide Cadeddu, professor of political theory at the University of Milan and executive editor of "Glocalism: Journal of Culture, Politics and Innovation"; Susan George, President of the Transnational Institute in Amsterdam and Fellow of the Royal Society of Arts; Prof. Dr. Ingolf Pernice, Research Director on Global Constitutionalism from the Humboldt Institute for Internet and Society, Berlin as well as Daniel Gros, Director Centre for European Policy Studies in Brussels.
