NLM Technical Bulletin, Mar-Apr 2018, Format Change for MeSH-MARC and NLM Bibliographic Record Distribution

Beginning June 1, 2018, the National Library of Medicine (NLM) plans to start distributing MeSH-MARC files in UTF-8 rather than MARC-8 format. We also plan to begin distributing NLM bibliographic records in UTF-8 later this year.
