Members of AFCO committee debated about the transparency in the EU institutions during a public hearing with EU Ombudsman Emily O'Reilly on Wednesday, 21 March. The aim of the hearing was to discuss the specific findings of the European Ombudsman's inquiry into the transparency of the legislative process of national governments in the Council of Ministers, but also more general issues relating to the openness of the EU institutions.

The European Ombudsman has also recently asked for the former European Commission President José Manuel Barroso's appointment at investment bank Goldman Sachs to be reassessed by the EU executive's own Ethics Committee.

There were four votes in AFCO on 21 March: 1/Statute and funding of European political parties and European political foundations - Vote on the provisional agreement resulting from interinstitutional negotiations (Rule 69f(4)); 2/The implementation of the Treaty provisions concerning national Parliaments, and vote on two opinions: 3/The situation in Hungary (pursuant to the European Parliament resolution of 17 May 2017) and 4/Monitoring the application of EU law 2016

On 21st March at 14.30, in the framework of its ongoing work on withdrawal of the United Kingdom from the European Union, the AFCO committee held a first exchange of views about the draft withdrawal agreement of 28th February 2018 with Danuta Hübner as member of the Brexit Steering Group. It also listened to presentation and discussed the issues related to the withdrawal agreement with Dr Helena Raulus, head of the Joint Office of UK Law Societies in Brussels.

On 21 March the AFCO committee held a first exchange about the draft report prepared by Mr Schöpflin on the new legislative proposal for the European Citizens' Initiative Regulation (2017/0220(COD)). The draft report aims at providing more flexibility and support to the organisers of an ECI, to oblige the Commission to deliver a detailed analysis and justification should it refuse to register an initiative and to enhance the political follow-up by the Commission of successful initiatives.

As a horizontal measure it aims to enhance the transparency of the ECI funding and graduate ECI from a separate budget line into a fully-fledged program.

On 21 February, AFCO together with PETI held a public hearing on the ECI. The hearing was organized against the backdrop of the Commission's legislative proposal for the revision of the current ECI Regulation. Ever since the first review of the Regulation in 2015, Parliament has been calling on the Commission to revise the ECI in order to make it more a visible, credible and user-friendly instrument - a challenge on which the current legislative proposal aims to deliver. At the hearing, Members were able to exchange on this issue with a number of practitioners and experts, which included NGOs, academia, the European Commission, the European Ombudsman, as well as representatives from the citizen committees of the previous ECIs 'Right2Water' and 'Minority Safepack'.
