Highlights - ENVI-ITRE vote on Governance of the energy union - Committee on the Environment, Public Health and Food Safety

On 7 December 2017, the ENVI-ITRE joint committee will vote on the draft report on Governance of the Energy Union (rapporteurs: Michèle Rivasi / Claude Turmes). In total, 1700 amendments have been tabled to the Commission's proposal, which proposes a governance mechanism for the implementation of the Union's 2030 climate and energy targets and for the reporting to the UNFCCC and Paris Agreement secretariats. Ahead of the vote, political groups have tabled 93 compromise proposals.

The aim of the public hearing is to assess and discuss the possible impact of the UK's withdrawal from the EU on the environment, public health and food safety. The hearing is also an opportunity to demonstrate what the EU does to the benefit of its Member States.

On 28 November, the ENVI committee voted on the Oral Questions on "A global end to animal testing for cosmetics", the vote was followed by the consideration of the motion for resolution. The Cosmetics Regulation lays down the conditions for the marketing of cosmetic products and ingredients in the EU, and aims to achieve an internal market for cosmetic products while ensuring a high level of protection of human health.

Animal testing of finished cosmetic products and cosmetic ingredients have been prohibited in the EU since September 2004 and March 2009 respectively ('testing ban'). The marketing ban of finished cosmetic products and cosmetic ingredients which were tested on animals became fully applicable in March 2013, irrespective of the availability of alternative non-animal tests. Despite some notable legislative advances around the world, about 80% of the world's countries still allow animal testing and the marketing of cosmetics tested on animals.

On 28 November, the ENVI committee considered the draft report on the 7th Environment Action Programme (7th EAP). The 7th EAP sets out binding objectives for the European Union and its Member States to be achieved in the field of environment by 2020. The draft implementation report assesses the implementation of the 7th EAP so far and the likelihood of achieving the Programme's objectives by 2020 and offers recommendations for improved implementation and suggestions for any future EAP.

In particular, it underlines that progress towards the 2020 objectives has so far been mixed: it is unlikely that objective 1 (protecting natural capital) will be met, but likely that some of the sub-objectives under objective 2 (low carbon economy and resource efficiency) will be met; it is uncertain whether objective 3 (reducing environmental pressures and risks to human health) will be met.

It also shows the shortcomings which create obstacles to the implementation of the objectives of the EAP. In her draft report, the Rapporteur makes conclusions on the status quo and recommendations in order to achieve the objectives by 2020 and calls on the Commission to propose an 8th EAP which focuses on the most challenging areas of environmental policy-making.

The next ENVI Committee meeting will be held on Thursday 7 December 2017 (09.00 - 12.30) in Brussels.

As of 1 July 2015 the ENVI Committee decided to fully implement the paperless project for meetings. Therefore, there will be no more paper documents available in the meeting room. All the documents will be available through the "Meeting documents" tab under "Useful documents" on this webpage.
