Highlights - Oral question to the Council on the reform of the electoral law of the EU - Committee on Constitutional Affairs

Since the adoption of the Parliament's resolution on the reform of the electoral law of the EU in November 2015, five Council Presidencies (LUX, NL, SK, MT, EE) have worked on the Parliament's proposal but none of them has provided Parliament with any formal or informal outcome of Council's deliberations.

Without the reform of the Electoral Act, the next European elections will be conducted under the rules of 1976 with all their shortcomings and deficiencies, and the opportunity to improve voter turnout and participation in the 2019 elections will be wasted. Therefore, AFCO will vote an oral question to the Council demanding precisions concerning the timetable for the finalisation of Parliament's proposal and explanations of the reasons for such a blockade to the reform of European electoral law.

shake hands trade negotiations
The Committee on Constitutional Affairs will examine amendments proposed by the Commission to the Framework Agreement on relations between the European Parliament and European Commission. Those agreed amendments focus in particular on the involvement of the standing Commissioners in the electoral campaigns as candidates to the election to the Parliament as well as to be elected as the lead candidates for the presidency of the European Commission.

Such candidates have to abide by the principle of independence, integrity and discretion as provided by the Article 245 TFEU as well as by the Code of Conduct for the Commissioners.
