Since the adoption of the Parliament's resolution on the reform of the electoral law of the EU in November 2015, five Council Presidencies (LUX, NL, SK, MT, EE) have worked on the Parliament's proposal but none of them has provided Parliament with any formal or informal outcome of Council's deliberations.

Without the reform of the Electoral Act, the next European elections will be conducted under the rules of 1976 with all their shortcomings and deficiencies, and the opportunity to improve voter turnout and participation in the 2019 elections will be wasted. Therefore, AFCO adopted an oral question to the Council demanding precisions concerning the timetable for the finalisation of Parliament's proposal and explanations of the reasons for such a blockade to the reform of European electoral law.
