Highlights - Hearing: European Citizens' Initiative - Revision of Reg. 211/2011 – 21.02.2018 - Committee on Petitions

Together with AFCO, PETI will hold a public hearing on the European Citizens' Initiative and the Commission's legislative proposal for the revision of the ECI Regulation (Reg. (EU) No 211/2011). Members will listen to a diversity of stakeholders and experts, including NGOs, academia, the European Commission, the European Ombudsman, as well as representatives from the citizen committees of the previous ECIs 'Right2Water' and 'Minority Safepack'.

The Committee will hear a petitioner from Spain who is calling upon the European institutions to implement the Spinelli programme, which seeks to promote EU values. The petitioner believes this could ease future European integration and counter the citizen-perceived democratic deficit within the Union.

The petition encourages the furtherance of the programme and its educational benefits, covering the origins and history of the integration process, the EU institutions and basic decision-making structures, and the rights deriving from EU citizenship.

The Committee will review the draft outcome report from the PETI fact-finding mission to Taranto, Italy, which took place in July 2017. The purpose of the mission was to respond to the concerns raised by numerous petitioners on the public health effects and environmental degradation of local areas, purportedly caused by protracted industrial activity linked to the ILVA steel plant and non-compliance with EU environmental legislation.
