Statement of the President of the European Parliament, Antonio Tajani, following the plenary vote on the Spitzenkandidaten process

The European Parliament today approved with an overwhelming majority the revision of the Framework Agreement on relations between the European Parliament and the European Commission. The revision codifies the so called Spitzenkandidaten process as deployed in 2014 with the nomination of President Juncker. This process foresees that all political groups indicate their own candidate for Commission President following a selection within the political parties. The candidate of the political group electing the biggest number of Members of the European Parliament would be the President of the European Commission.

We have just witnessed the signature of two important projects that concretise the exceptional relation between the European Union and Serbia: A project worth over 268 million euros to reconstruct and modernise the Sićevo-Dimitrovgrad section of the Trans-European rail corridor. This is part of the Connectivity Agenda for transport and energy connection across the Western Balkans and with the European Union.

I should like to start by thanking the organisers of this meeting. It is an honour and a great pleasure for me to be with you here today in Belgrade as part of my second visit to the region as President of the European Parliament, six months after my first, to Montenegro. If you will allow me, I should like to make a few brief remarks before we move on to the interactive discussion.

European Parliament President, Antonio Tajani will pay an official visit to Serbia on 31 January. Highlights include meetings with President of the National Assembly, Maja Gojković; Prime Minister, Ana Brnabić; President of the Republic of Serbia, Aleksandar Vučić, President of Serbia; and First Deputy Prime Minister and Minister of Foreign Affairs, Ivica Dačić.

I am deeply moved to accept this prize from the Alberto Jiménez-Becerril Foundation against Terrorism and Violence.  I should like to express my heartfelt thanks to the Foundation. I should like to thank them in particular for giving me the opportunity to pay a humble tribute to two heroes: Alberto Jiménez Becerril and Ascensión García.  Day after day, they worked quietly to defend the idea of a democratic, open Spain founded on solidarity. Theirs is an example of true heroism.

On Monday, 29 January 2018 in Seville the President of the European Parliament, Antonio Tajani, will be presented with the “Prize Against Terrorism” created in memory of Alberto Jiménez-Becerril, the Seville municipal councillor who was brutally murdered 20 years ago by the terrorist group ETA.

I should like to congratulate the negotiator, Michel Barnier, on the excellent work he has done and express Parliament's satisfaction at the unity we have shown. In the resolution we adopted yesterday, Parliament noted the fact that sufficient progress has been made for the negotiations to move on to the second phase. Now we need to be vigilant for the next steps.

The Parliament has just adopted its resolution on Brexit, where it noted that sufficient progress has been achieved in the negotiations. This is an important step forward and will allow us to move to the second phase.

It is an honour to welcome, on behalf of the European Parliament, the winners of the 2017 Sakharov Prize. I should like to start by saying a few words about the other nominees short-listed this year. Aura Lolita Chávez Ixaquic is an indigenous Guatemalan leader who has made it her life's work to defend indigenous lands and marginalised communities. The European Parliament's commitment to protecting vulnerable ethnic groups and the rights of indigenous peoples is unwavering.

I should like to thank President Syllouris and all of you for inviting me to address the House of Representatives today. Over the last decade, our Union has experienced the worst economic crisis in its history. It is a crisis which has had a seriously damaging impact on the economic and social fabric of the Union, widening social and regional disparities. Cyprus, too, has paid a very high price.

I should like to thank Commissioner Tibor Navracsics for organising this Forum. It provides a rare opportunity to exchange views and compare experiences in relation to this vital sector.  As an Italian, I am delighted that Milan should have been chosen to host the event marking the official start of the European Year of Cultural Heritage. We are in a city which has great symbolic significance, where the culture and creativity of the past nurture the living culture of the present.

We are proud to be your hosts in this common house of all Europeans. I would like to thank the European Disability Forum for giving us this opportunity. Today's event is aimed at the 80 million EU citizens who have a disability. We must ensure that the Europe of rights and opportunities is available to everyone, without distinction and without discrimination.

The declaration of independence voted on today in the Catalan Parliament is a breach of the rule of law, the Spanish constitution and the Statute of Autonomy of Catalonia, which are part of the EU's legal framework.
