Highlights - Guidelines for the employment policies of the Member States - Committee on Employment and Social Affairs

Employment guidelines
On 21 March EMPL Members will consider the amendments tabled on the draft report. The new proposed revised guidelines for the employment policies of the Member States have been amended to align the text with the principles of the European pillar of social rights, with a view to improving Europe's competitiveness and making it a better place to invest, create jobs and foster social cohesion.

In the draft report, Tatjana Zdanoka (Greens/EFA, LV) suggested approving the Commission proposal with 36 amendments and Members tabled 143 additional amendments. The new rapporteur is Mitroslavs Mitrofanovs (Greens/EFA, LV).

Carcinogens and mutagens
On 27 March EMPL will vote on the proposal for a Directive amending Directive 2004/37/EC on the protection of workers from the risks related to exposure to carcinogens or mutagens at work. In his draft report, which contains 22 amendments, rapporteur Claude Rolin (FR-BE) considers it necessary and urgent to act at European level in order to reduce workers' exposure to diesel engine exhaust and welcomes the decision of the European Commission to propose a third revision of that Directive.

In addition 97 amendments have been tabled by Members

directions sign work - life - balance
On 27 March, the EMPL Committee will consider the draft report of David Casa (EPP, MT) on work-life balance for parents and carers. The Commission proposal was presented in the overall framework of the European Pillar of Social Rights and aims to address women's under-representation in the labour market through higher minimum standards for parental, paternity and carer's leave.

In his draft report, the Rapporteur proposes a couple of amendments regarding the pay or allowance level during the various leaves and suggests putting a special emphasis on micro enterprises to take into account their particular specificities and constraints.
