On 14 May 2018 Policy Department B is organising a workshop for the Members of the Fisheries Committee. Three prominent scientists analyse the real problem of choke species in multispecies and mixed fisheries, in the Western waters, North and South, and the North Sea.
A problem which is challenging one of the grounds of the current Common Fisheries Policy is the quota allocation system based on the principle of relative stability. The effectiveness of the CFP 'tool box' will be assessed and also provide possible alternative solutions in the context of Brexit, the climate change without endangering the MSY objective within the marine ecosystem.

One of the main novelties of the reform of the CFP of 2013 is to phase out discards by 1 January 2019 at the latest. This landing obligation has led the Member States to review their approach to fisheries management in accordance with their national quotas. This new scenario creates the need for more selective gear and instruments to reduce the effect of the absence of quotas for certain species which would lead to the early closure of certain fisheries, so-called "The choking effect".
The workshop will deal with three geographical areas of the EU: The North Sea; Northern Western waters and Southern Western waters. Three different studies were conducted and each project seeks to achieve results in each of the three geographical zones.
