Subject files - Union Civil Protection Mechanism - Committee on the Environment, Public Health and Food Safety 07-05-2018 04:29 PM CEST On 23 November 2017 the European Commission presented its proposal introducing targeted changes to Decision 1313/2013/EU on a Union Civil Protection Mechanism (UCPM). RescEU is the centrepiece of the new proposal: it would consist of an EU reserve of civil protection assets established to assist Member States hit by disasters when national capacities are overstretched. Operational experience has brought the limitations of the current UCPM to light. The voluntary nature of the system showed that in a number of instances the UCPM could not provide assistance to Member States fast enough or with the required capacities. The system has been put under particular strain when large-scale emergencies have affected several Member States simultaneously. Forest fires provide an example of the shortcomings of the current system: since its inception, the UCPM provided support in only 10 out of 17 requests for assistance. RescEU would come to the help of Member States when their own resources or the voluntary civil protection pool would not be sufficient to confront the emergency.
